This is a re-write/variation of the same piece what has been worked on all winter. I would sub-title it "Chicago, Chicago."
Each time I have read it over the months I have laughed and/or cried, and each subsequent reading evokes pity and fear even more than before.
And this great tragi-comic writing comes from someone at the US. Weather Service. Congratulaltions go to this anonymous writer.
Brilliant work. Very moving. Maybe you will be as moved as I have been.
The writer will probably stop the revisions around June.
Feel free to critique.
Best,

Hmm, at first I thought the title too similar to the musical, but then I got that delicious Doppelganger feeling. "Chicago, Chicago," like the weather it is rather chilling.
in media res, I found the ending innovative.
Thursday Night: A chance of SNOW. Cloudy, with a low around 27.
It is entirely banal, yet grips. It leaves the reader with a sense of intense blah and querulous indifference. The mind wanders, there might be snow, it is cold. Holy shyt, nihilistic to fault, and yet, who cares? Loves it.
Basso...:)

basso,
"True success in writing is when one has profoundly reached one reader."
I thank you by proxy, since the writer at the U.S. Weather service can not be here personally.
I am overjoyed you were able to perceive and comprehend all the exquisite subtleties and cloaked sensibilities in the writing.
I think it could be a new era of stylistic writing if it catches on.

I'm sorry. Maybe I'm too dense or I'm missing something.
But...what's the point?

Hmm, perhaps, in media res, I am beginning to question your artistic integrity, after all. I am puzzled, and not a little alarmed at your hasty retreat from this authentic, new style.
