If a contest or call for scripts doesn't specify how the submitted play ought to be formatted, what format style or guidelines are best to use? Do any of you use or recommend Final Draft or other software. I can't really afford this at the moment but for the future's sake, I'd like to know what works best.

Nice question - one that's been around and noone seems to have a pat answer.
When it comes to e-mail submissions, some theatres accept any program or format, some specify Word or PDF and others say "No Final Draft."
Some others, including myself, prefer Word. I have my own formatting method that saves me much time writing. Others use preformatted scripts and still others simply have a sample they follow.
Edd has proved that, if your stuff is good enough, it'll find its way to the top even if you refuse to follow French's specified format.
Final Draft is (reportedly) very user-friendly.
In all, it's up to you.

I have a document about formatting that I've used it when teaching playwriting, though it probably needs some major updates -- I haven't touched it since 2001.
If you want, I can send you templates (or, if I can't figure that out, formatted files).

By the way, if you are a Dramatists Guild member you can now get a discount on Final Draft for $109 as opposed to $229.
I don't use Final Draft. I just set my margins and center tab and type the things out. But if you have been thinking about getting it, this is a good opportunity.
But, NOTHING...ABSOLUTELY NOTHING...will ever,ever, ever help you actually get the words on the page.
