| When a publisher feels he has gotten all he can out of your play and returns the rights to you, what is the conventional thinking regarding the play? Attempt to publish elsewhere as is, or revise, perhaps re-title, and then try to republish?

You can re-write or update. You can change the title and re-market it. You can do anything you want...AGAIN!
