I have a character who interacts with the protagonist in a park, near a small pond. I thought of calling the character "passer-by" but technically they are not a passer-by. I didn't want to give the character a name, because I would like the character to be able to be played by a man or woman. They only are seen at the pond, and only in one scene.

You could give the character a gender-neutral name, like Chris, Pat or Dale and that way it could still be played by either gender.  And I've just realized that these are all names I've used for that exact thing.
